Fiona is a Partner and is Head of the Parliamentary and Public Law Unit (PPL Unit). She is part of the winning team of the Scottish Legal Awards 2006 award for Specialist Client Team of the Year, for work undertaken in connection with Private Bills. She is described as a Leader in her field in the Chambers UK legal directory. The PPL Unit is rated as No 1 in Scotland in the 'Parliamentary' category of the Scottish Legal 500 and has been rated as No 1 since the creation of that category.
Fiona has a detailed understanding and working knowledge of the procedures of both the Scottish Parliament and the UK Parliament. She is a former officer of the Scottish Parliament, and has also worked in the UK Parliament and the US Senate. She provides specialist advice on all aspects of parliamentary procedure, including public and private legislation processes, parliamentary standards and parliamentary petitions. She is a lead adviser in parliamentary and public law issues to public authorities promoting major multi-million pound infrastructure schemes in Scotland requiring private legislation. She also specialises in statutory interpretation and legislative drafting.
Fiona's areas of expertise include freedom of information, data protection, human rights, judicial review, public sector regulation and standards and ethics in public life. She advises a wide range of public bodies and local authorities on statutory frameworks and statutory compliance. She also advises professional bodies on matters of professional regulation and ethics, and undertakes drafting of professional regulatory rules.
Fiona is a member of the Association of Disciplinary and Regulatory Lawyers and the Association for Sport and the Law. She is a former director of the Scottish Human Rights Centre and the Scottish Civic Forum.
